No it isn't. Under the new system, international signing prices are more restricted than US amateur draft signings. Zapata probably would have got closer to 3 million if he was drafted.

Why an international prospect would be considered more risky than a US amateur signing is beyond me as well.
Is there not a sort of bloodshed when the conscience is wounded? Through this wound a man's real manhood and immortality flow out, and he bleeds to an everlasting death. I see this blood flowing now...
