I'm not sure he's correct. I remember when Drysdale was doing Sox games, whenever somebody would try it, he'd say "that hasn't worked since the big flood" so it was apparently legal when Drysdale was with the Sox (82-87)

Didn't Rick Sutcliffe use this move multiple times per start back in 1984? I think it's been legal for a long time.
